A basement sits below grade, where groundwater and roof runoff press against the foundation. Drywall, carpet and wood framing put over a damp foundation will trap that moisture, and the result is mold, odor and a room you have to tear out. So moisture and waterproofing concerns are evaluated before any finish goes in, and they are part of the written scope when they need work.
